Adam Mosseri, the head of Instagram, in February 2022, stated that the avatar sticker had only been officially rolled out to Instagram users in the United States, Canada and Mexico. Besides, he also declared that the feature would get to more regions in a few months.
Hence, if you live outside the United States, Canada and Mexico, you will have to exercise patience till the avatar feature gets to you. However, no one knows how long it is going to take yet.
Please note that Instagram users in Europe may not get the avatar feature when rolled out globally due to certain restrictions.

Many quick fixes can be carried out to get to the top of the situation. A couple of ways to improve the Instagram avatar sticker not showing include; updating and reinstalling the Instagram app, clearing the app cache or simply waiting for your turn.
